This Video Montage of Saturn s Rings and Moons Is Simply Gorgeous

For more than nine years, NASA?s Cassini probe has orbited Saturn, examining its rings and moons in unprecedented detail and sending back images of things and places humans had never seen. Filmmaker Fabio di Donato has managed to collapse that discovery and wonder into four minutes. In a new film posted on Vimeo, di Donato cobbled together countless still images of the Saturnian system to compose a beautiful, literally otherworldly montage.

Among the stars of the film: Saturn?s tiny moonlets, which subtly warp the giant planet?s rings; the pockmarked moon Mimas, which bears an uncanny resemblance to the Star Wars Death Star; and the two-toned satellite Iapetus, which has one bright hemisphere and one dark one.

The film?s source material is publicly available?Cassini is a taxpayer-funded mission, and its images are distributed freely. The mission, which has captivated scientists and citizens alike, is planetary exploration at its best?a perfect example of why NASA must protect its imperiled planetary science programs, as we argued in an editorial last year.

Water droplets, coffee granules, fragments of polystyrene and even a toothpick are among the items that have been flying around in a Swiss laboratory lately ? all of them kept in the air by sound waves. The device that achieves this acoustic levitation is the first to be capable of handling several objects simultaneously. It is described today in the Proceedings of the National Academy of Sciences.

Typically, levitation techniques make use of electromagnetism; magnetic forces have even been used to levitate frogs. It has long been known that sound waves could counter gravity, too, but so far the method has lacked practical application because it could do little more than keep an object in place.

To also move and manipulate levitating objects, Dimos Poulikakos, a mechanical engineer at the Swiss Federal Institute of Technology (ETH) in Zurich, and his colleagues built sound-making platforms using piezoelectric crystals, which shrink or stretch depending on the voltage applied to them. Each platform is the size of a pinky nail.

The platforms emit sound waves which move upward until they reach surface lying above, where they bounce back. When the downward-moving reflected waves overlap with the upward-moving source waves, the two ?cancel out? in the middle, at so-called node points. Objects placed there remain stuck in place because of the pressure of sound waves coming from both directions.

By adjusting the position of the nodes, the researchers can tow the objects between platforms. The platforms can be arranged in different ways to adapt to various experiments. In one demonstration involving a T-shaped array of platforms, the researchers joined two droplets introduced at separate locations then deposited the combined droplet at a third location.

Hands-free reactions
The system could be used to combine chemical reactants without the contamination that can result from contact with the surface of a container. Sound waves are already used in the pharmaceutical industry to obtain accurate results during drug screening. Yet Poulikakos?s method is the first to offer the possibility of precisely controlling several items simultaneously.

Poulikakos suggests that the system could be used to safely try out hazardous chemical reactions. ?We had fun demonstrating the idea by colliding a lump of sodium with some water, which is obviously an aggressive reaction,? he says.

Peter Christianen, a physicist who works on electromagnetic levitation at Radboud University in Nijmegen, the Netherlands, says that he?s impressed with the invention. ?I really like it; this is a very versatile platform ? almost anything you want to manipulate, you can.?

HELENA, Mont. (AP) ? Popular former Gov. Brian Schweitzer said Saturday morning that he will not run for Montana's open U.S. Senate seat in 2014, an announcement that complicates Democratic efforts to retain their majority in next year's elections.

Schweitzer told The Associated Press that he doesn't want to leave Montana and go to Washington, D.C.

He had been considered the Democrats best candidate for holding onto the seat being vacated by U.S. Sen. Max Baucus next year. Schweitzer said he felt compelled to consider the race only because many in his party said they needed him to run.

"I love Montana. I want to be here. There are all kinds of people that think I ought to be in the United States Senate," Schweitzer said. "I never wanted to be in the United States Senate. I kicked the tires. I walked to the edge and looked over."

But ultimately, he said, "people need to know I am not running for the United States Senate."

The former governor was recently elected board chairman of Stillwater Mining Co., Montana's largest publicly traded company and said he is enjoying his life.

"I have responsibilities here in Montana, my family first. I have taken on a new life at the Stillwater mine. I owe it to the 1,670 people who work at the Stillwater mine that we continue to manage it and make it the best place to work in Montana," Schweitzer said. "This is my home, not Washington, D.C."

Schweitzer said recent criticism over politically active nonprofits connected to him had no bearing on the decision and said such criticism isn't new.

"This isn't my first rodeo," Schweitzer said.

Montana's open Senate seat is one of several being targeted by Republicans who hope to regain Senate control in the 2014 elections. Republicans need to pick up six seats to win back the majority and enjoy several advantages: the GOP is defending fewer incumbents than Democrats and could benefit from the fact that the party controlling the White House usually loses seats during the midterm election of a second-term president.

Democrats need to defend 21 seats, including seven in largely rural states that Republican Mitt Romney carried in 2012. Republicans hope to unseat four key incumbents: Mark Pryor of Arkansas, Mark Begich of Alaska, Kay Hagan of North Carolina and Mary Landrieu of Louisiana.

The brash, jeans-wearing Schweitzer last year told the AP: "I am not goofy enough to be in the House, and I'm not senile enough to be in the Senate."

The 57-year-old Democrat left office in January after eight years in office with high approval ratings, but he wasn't able to run again because of term limits. The unconventional governor, who easily won re-election in 2008, always displayed a feel for tapping into Montana's conservative-leaning yet libertarian politics.

In Helena, his heavy-handed style proved adept at largely getting his way with the state budget despite fostering a confrontational and sour relationship with majority Republicans. He often touted the state's surpluses at a time when many others were floundering.

The outspoken governor never missed an opportunity to leave a larger-than-life impression. He once stormed New York's Times Square with a bullhorn handing out Montana-made promotional trinkets from a semi-truck.

But Schweitzer said he is enjoying pursuits other than politics, with a new lake house and a small ranch in the mountains.

"I don't want a job where I have to wear a suit, and my dog isn't welcome," he said.

Other Democrats who expressed an interest in running, including State Auditor Monica Lindeen and schools Superintendent Denise Juneau, had been waiting on Schweitzer's decision.

The announcement surprised a Democratic Party that was meeting Saturday in Lewistown for its annual convention, and attention quickly turned to other potential candidates.

"Democrats were ready to get behind him in a bid for U.S. Senate," said Juneau. "Since his announcement, I have been receiving encouragement to run, and I plan to give careful thought to that decision."

State Sen. Kendall Van Dyk of Billings, said he understood the decision to spurn a dysfunctional Congress. "He chose Montana trout over the rattlesnakes," Van Dyk said.

However, he added, Schweitzer "has done tremendous things for the state, and any Democrat will tell you he has done tremendous things for the party. Montana needs Brian Schweitzer. And I believe this isn't the last we have heard of him."

Republicans are hopeful that freshman U.S. Rep. Steve Daines will run for the open seat. Some Republicans are also advocating former Montana Gov. Marc Racicot, who served from 1993 to 2001 and later chaired the Republican National Committee.

Daines said Saturday that he will continue to consider the race.

"My focus is fixed on serving the people of Montana and doing the job they sent me to do," he said in a statement. "I will continue to give this decision the consideration it deserves, and am still taking time to talk with my family and the people of Montana about how I can best be of service to our state."

As Schweitzer was mulling his options, the Montana Republican Party circulated a 2010 Internal Revenue Service form that showed a politically active nonprofit group called The Council for a Sustainable America used the same Helena post office box used for Schweitzer's 2008 re-election campaign and was signed by David Gallik, the state commissioner of political practices appointed by Schweitzer at the time.

The Council for a Sustainable America spent about $60,000 on politics in 2010, but it did not say in which races.

Schweitzer adviser Franklin Hall said at the time the nonprofit was never used for Montana politics or to aid Schweitzer.

Baucus, 71, announced in April that he was retiring. He was elected to the Senate in 1978 after serving two terms in the House. Baucus, who still controls a healthy campaign war chest, promised Democrats on Saturday he will continue helping them with 2014 elections.

"Brian was a great governor and there's no question he would have made an excellent candidate," Baucus said in a statement. "But we still have a wide field of qualified Montana Democrats who can run and win this seat."

Barton Farm and Victory Field play areas were officially opened by Mayor John Potter on Friday.

South and Central America account for roughly one-third of the world's murders. I spent last week in Cali, Colombia, attending a World Bank meeting on youth violence, which explored related issues. In many ways, Cali exemplifies both the challenge of and the opportunities for reducing the mayhem. The city's murder rate is now about four times Chicago's -- a figure that actually represents progress. The rate has dropped by about 50 percent, in no small part due to the efforts of Cali's colorful Mayor, Rodrigo Guerrero Velasco. For most of his career, Guerrero was not a politician. A physician and public health specialist by trade, he holds a Harvard doctorate in epidemiology. He was dean of health sciences and later president of the Universidad del Valle in Cali. In 1992, he was elected Mayor. While in office, he implemented the noted violence prevention effort Programa para el Desarrollo, la Seguridad y la Paz (DESEPAZ) . After his initial stint as Mayor, Guerrero started the Pan American Health Organization's Violence Prevention Program. He is a member of the United States Institute of Medicine. Wofford College students make big impact with their managed investment fund

The fund has nearly doubled in that time, officials said, and, in addition to helping grads earn jobs in finance, is helping to improve lives in impoverished Haiti.

Philip Swicegood, one of two finance professors who oversee the student-managed James Fund, said the fund's growth has allowed the group to begin offering small loans to women and farmers in the Caribbean country.

"We do $100 and $300 loans, but those can be life changers," Swicegood said of the program, which began last year.

To date, the James Fund has issued 80 loans, he said, and has an 80 percent payback.

The loans are helping Haitian women send their children to school and are allowing farmers to expand their crops.

"We just think it's a win-win-win across the board," Swicegood said.

Martin Huff, a 2012 Wofford graduate, traveled to Haiti last summer to help start the micro loan program. Huff, who now works as a bulk acquisitions analyst with Spartan Financial Partners in Spartanburg, helped interview potential borrowers. He called the trip "eye-opening."

"They were the nicest folks," he said. "They were very gracious."

Huff said he and others with the James Fund tried to help the borrowers in more ways than just finances by offering business advice and working to develop business plans. He said the loans, while they might be considered small in the United States, were the equivalent of thousands of dollars in the U.S. economy.

"The program instills a strong work ethic and highlights the importance of providing support to economies in need," Huff said. "This is a fantastic venture that the fund has adopted, and I look forward to seeing its future success."

The James Fund, which was started five years ago with a $100,000 gift from alumnus and trustee Mike James, has grown at an average of more than 13 percent a year, officials said.

Swicegood said the fund has now grown to more than $186,000, enough that students are beginning to set aside a small percentage each year to fund programs like the Haiti micro-loans.

About 20 students help to manage the fund, Swicegood said. The student group includes not just finance students, but biology and other majors.

That breadth of experience brings many different perspectives, Swicegood said, and participation in the James Fund has become even more competitive as it has grown.

Students can serve in one of three roles: managing partner, portfolio manager or research associate.

This year, the fund will be led by Sarah Carter, a finance and mathematics major from Moncks Corner who is in the class of 2014. This summer, Carter is interning with Barclays, and said the James Fund gives students invaluable real-world investing experience.

"We are able to put the things we learn in the classroom to real use," she said. "My experience with the James Fund helped me stand out among other candidates for my current internship. It also has allowed me to develop some of the basic research and presentation skills necessary to pursue a career in finance."

Swicegood said the students have outperformed the S&P 500 and said he expects them to succeed, despite their experience level.

"I always have high expectations," Swicegood said. "The students ? they take it seriously. They work hard."

The Haiti loan program, based at Cap Haitien, Haiti, has benefited 30 female entrepreneurs and 50 peanut farmers, officials said.

The women often use the money to travel to the Dominican Republic, where they buy food to resale in their local markets. The farmers have used the loans to cover their overhead or expand their crops, sometimes doubling their acreage.

All of the farmers have agreed to sell their crops to the non-profit Medical Food for Kids, officials said. That group uses the peanuts to make high-nutrition energy bars that are given to malnourished children in Haiti.

"We feel that it is equally important for students to make money the right way, and to do the right thing with the money they make," Swicegood said. "A Wofford education at its best nurtures not just the intellect, but the heart as well. I love the fact that we have students funding micro-loans in Haiti just weeks before launching their careers on Wall Street. Experiences like this enrich our graduates with healthy priorities, and it gives them a creative vision for how they can do well and do good."

Swicegood said the James Fund operates under the premise of finding good value investments with moderate risk.

He said the key was teaching students about long term wealth creation.

"It's the Warren Buffett approach," Swicegood said. "We're not thinking quick trades. We're thinking much larger."

"It's a great way to develop students' skill sets by putting theory into practice," Swicegood said. "Our students put in a lot of hard work and analysis, and those efforts have paid off with a phenomenal performance record for the fund."

Senators introduce bill to break up megabanks

WASHINGTON (Reuters) - A small bipartisan group of senators on Thursday introduced legislation that would break up Wall Street's megabanks by separating traditional banking activity from riskier financial services.

The bill, called the 21st Century Glass-Steagall Act, has an uncertain future, but it shows some lawmakers' frustration that banks have only continued to grow since the 2007-2009 financial crisis.

"The four biggest banks are now 30 percent larger than they were just five years ago, and they have continued to engage in dangerous, high-risk practices that could once again put our economy at risk," said Democratic Senator Elizabeth Warren from Massachusetts, one of the sponsors of the bill.

The other sponsors are Republican Senator John McCain from Arizona, Democratic Senator Maria Cantwell from Washington, and Senator Angus King, an independent from Maine who caucuses with the Senate's Democrats.

The legislation would bring back elements of the 1933 Glass-Steagall Act, which divided commercial and investment banking, and was repealed in 1999.

There were calls to bring back Glass-Steagall immediately after the financial crisis, but the 2010 Dodd-Frank financial reform law stopped short of busting up companies and instead curtails Wall Street's risk-taking.

The debate was revived last year when Sanford "Sandy" Weill, the tycoon who built financial conglomerate Citigroup Inc into a massive U.S. commercial and investment bank, said it was time to split up the biggest banks so they can get back to growing.

The legislation introduced on Thursday would separate the operations of traditional banks with accounts backed by the Federal Deposit Insurance Corp from riskier activities such as investment banking, insurance, swaps and hedge funds.

It would include a five-year transition period and would call for penalties if companies violated the law.

Other attempts since the financial crisis to bring back Glass-Steagall have not gathered significant momentum.

Intel nears Micron Israel fab acquisition

Micron Technology Inc. (NYSE: MU) VP wafer fabs Wayne Allan has told the company's 900 Israeli employees that 80% of them will keep their jobs under the fab's new owner. Although the new owner's identity was not mentioned, because no deal has been closed, it is Intel Corporation (Nasdaq: INTC), which entered into talks to buy the fab six weeks ago.

Wayne said that 160 Micron Israel employees would be fired when the company's commitment to fab's customers expires at the end of 2014.

Micron Israel declined to respond to the report.

In December 2012, Micron decided to terminate production in Israel, which would mean either closing or selling the fab. Intel originally built the fab in 1998 as Fab 18. It produces memory chips with obsolescent technology, rendering the fab uncompetitive in its market segment. Micron has since been seeking a buyer for the fab for tens of millions of dollars. Offers were made by Tower Semiconductor Ltd. (Nasdaq: TSEM; TASE: TSEM), Maxim Integrated Products Inc. (Nasdaq: MXIM), and a group led by the fab's management. Without a sale, the fab's employees and 800 indirect employees would lose their jobs.

Micron has insisted that, under the terms of a sale, the buyer would keep the fab in production through the end of 2014 to meet customers' orders, and that the buyer would assume costs related to commitments to employees (costs that Micron is trying to avoid by selling the business).

Intel approached Micron over the fab's building, which Intel originally leased to Micron, in exchange for keeping the fab open. When the fab's operations end in 2014, Intel will be able to use the site for its next fab in Israel, planned for 2015-16, which would increase the chances of building the fab in Israel by saving on equipment and employee training.

Intel's Fab 28 in Kiryat Gat has 3,500 employees. Israel lost to Ireland Intel's next-generation fab for the production of circuit boards with 14-nanometer technology. Building the next-generation fab in Israel is seen as critical, and it is no wonder that Intel Israel president Mooly Eden once said, "It is very worthwhile that the company's next fab is built in Israel."

Although the Micron fab will continue under Intel's ownership, open questions undoubtedly worry the fab's employees. First, and most importantly, what will happen if Intel does not build its next fab in Israel? It is assumed that in negotiations with the government Intel will demand grants for the new fab, even if they are indirect. Whether or not such talks end successfully, the feeling that hundreds of Micron employees will be held hostage in the talks is uncomfortable.

Most of the Micron employees whom Intel will not hire are headquarters and administrative staff, who are not needed on the production lines. At least some of Micron Israel's executives will apparently not stay with Intel, and even Micron Israel general manager Jonathan Wand, a former production manager at Intel Israel, will not return to his old employer.

Audible for Android update brings new design and many improvements

The Audible app has recently been updated for Android users. This update has brought the app from v1.4.6 up to an even v1.5, but perhaps more important than the number ? is what came along. The folks at Audible are touting this update as bringing a ?beautiful? new design.

While we suspect the definition of beautiful will vary from person to person, we can say it is rather different as compared to the previous version. In our opinion, a nice improvement. The design is a bit cleaner and more modern looking, though it is not necessarily a modern design by Android standards.

For example, it would be nice to be able to swipe left and right to move between the ?Cloud? and ?Device? libraries. Otherwise, the Now Playing screen has easy access to details about the book as well as your Bookmarks and Chapters. There is also an option in the upper right to quickly adjust the listening speed and share. As it was before, a tap of the currently playing book will flip between a larger cover view and the cover with title, author and narrator.

As you can see in the above gallery, there is an option to go button free. This can be found by tapping the Menu button in the Now Playing screen. Once here you have a bit more option when it comes to swiping. You are able to swipe left to rewind, swipe right to fast forward, tap to play and long press to add a bookmark. Audible also mentions how they improved the overall stability and performance.

One other smaller, but welcomed addition is the chapter-level progress bar in the Now Playing screen. That said, those not as familiar with the older look of the Audible app, or those tho simply want to see some images side by side should check out the above three-image gallery ? it shows how the Audible app used to look. Bottom line here, this looks like a must-update for current Audible users.

North American group sets Bangladesh factory safety plan

CHICAGO/WASHINGTON (Reuters) - North American retailers unveiled a five-year safety plan for Bangladesh garment factories on Wednesday that would include inspecting within a year every factory they use, following tragedies such as April's deadly garment building collapse.

The North American plan was immediately criticized by groups that think a European-led plan is stronger.

The plan announced in Washington, D.C. by the Alliance for Bangladesh Worker Safety, which includes 17 retailers and apparel companies, comes after 1,129 workers were killed in the collapse of a Bangladesh garment plant in April, and another 112 people perished in a fire at a Bangladesh factory in November.

A larger number of mainly European retailers that have signed what is known as the Accord on Fire and Building Safety in Bangladesh announced a similar plan on Monday. [ID:nL5N0FB2IK] Both plans include factory inspections, worker training and ways for workers to report safety concerns. The two groups also agreed not to use factories considered to be unsafe.

Members of the Interfaith Center on Corporate Responsibility and long-term shareholders in apparel brands and retailers said the Alliance's plan lacks sufficient worker protections and accountability mechanisms and called it a weaker alternative to the European-led accord.

European unions involved in the other accord, industriALL and UNI Global Union, called the North American alliance "another toothless" auditing program.

"This initiative is not serious," said Tom Grinter, a spokesman for industriALL.

MORE THAN 500 FACTORIES TO BE INSPECTED

More than four million people, mostly women, work in Bangladesh's clothing sector, making it the second-largest global apparel exporter behind China.

The North American alliance plans to inspect the more than 500 factories its members get garments from within a year, while the European-led accord plans to have initial inspections at the factories its 70 members use within the next nine months.

"I think both plans are very strong and that we should work together going forward," said Jay Jorgensen, Wal-Mart Stores Inc's global chief compliance officer. "Theirs doesn't recognize the way the U.S. legal system works, which is why the vast majority here in the U.S. didn't join."

One of the main concerns North American parties had with the European-led accord was the use of a binding arbitration process that would be enforceable in the courts of the country where a company is domiciled. Binding arbitration typically restricts the ability of the parties involved to appeal any decision in court.

North American alliance members will be held legally accountable to the group. If they do not do the work they agreed to do, the board can kick members out, their funds will be kept by the alliance and companies can arbitrate to get back in, said Jorgensen, a member of the alliance's nine-member board of directors.

Daniel Duty, Target Corp's vice president of global affairs who is also on the alliance's board, said that between the efforts of the alliance and the accord, the groups should be able to cover the majority of the factories in Bangladesh, more than the 500 the North American alliance plans to inspect.

Bangladesh's Ambassador to the United States Akramul Qader welcomed the North American plan and said he was "glad that alliance members have expressed (their) intention to collaborate with the EU-based accord on fire and building safety."

He also expressed hope the United States would quickly restore trade benefits that were suspended in late June because of the poor safety conditions in Bangladesh.

The U.S. decision set duties on about $35 million worth of ceramics, golf equipment, tobacco products and other goods from Bangladesh that previously entered the United States duty free.

The U.S. move does not directly affect Bangladesh's multi-billion-dollar clothing exports, since garments are not eligible for U.S. duty-free treatment.

1O PERCENT EARMARKED TO ASSIST WORKERS

So far, $42 million has been raised for the North American project. Companies will contribute up to $1 million a year for five years based on how much they produce in Bangladesh.

Ten percent of the funds will be set aside to assist workers temporarily displaced by factory improvements or if a factory closes for safety reasons. The money will also support a non-governmental organization to be chosen within 30 days that will implement parts of the program.

The North American alliance's plan, called the Bangladesh Worker Safety Initiative, was developed with assistance from former U.S. Senators George Mitchell and Olympia Snowe, who acted as independent facilitators at the Bipartisan Policy Center, a Washington-based think tank. The alliance has asked Mitchell and Snowe to verify the effectiveness of the program over at least the first two years.

The 17 current members of the alliance include: Canadian Tire Corp Ltd ; Carter's Inc ; The Children's Place Retail Stores Inc ; Gap Inc ; Hudson's Bay Co ; IFG Corp; J.C. Penney Co Inc ; Jones Group Inc ; Kohl's Corp ; L. L. Bean Inc; Macy's Inc ; Nordstrom Inc ; Public Clothing Co; Sears Holdings Corp ; Target; VF Corp ; and Wal-Mart.

Hong Kong sourcing company Li & Fung Ltd , which does business with many of the companies involved, is serving as an adviser. Additional members are expected to join.

The North American alliance's plan is also being backed by the American Apparel & Footwear Association, Canadian Apparel Federation, National Retail Federation, Retail Council of Canada, Retail Industry Leaders Association, and the United States Association of Importers of Textiles & Apparel.

Signature check circumvention allows free tethering without a jailbreak

An interesting security hole has been discovered that allows people to circumvent iOS Carrier.plist file checks by creating, modifying, and restoring a backup file. The example presented iTweakiOS uses the hack to enable tethering without having to go through a carrier.

The iOS Carrier.plist file is responsible for a number of carrier related-settings, including device tethering. iTweaksiOS modified the value of the cellular gateway used for tethering so data could be directed to go through the gateway used for normal device traffic instead.

CommCenter, the iOS service responsible for handling network connectivity, normally performs a signature check on the Carrier.plist to ensure it has not been tampered with. However, modifying it on a backup file and then restoring the modified backup worked to circumvent the check. While it is unclear why it's possible to get around the signature check this way, it seems likely that Apple will fix this with the public release of iOS 7 this fall.

(In case anyone is tempted to try the hack in the meantime, be warned that carriers have been known to start billing users for tethering if they suspect you of tethering illicitly.)

EU proposes centralized plan to close failed banks

BRUSSELS (AP) ? The European Union's executive branch in Brussels has proposed giving itself far-reaching powers to decide what happens to banks that need rescuing, a key part of a plan to restore confidence in the region's financial system.

Under the proposal detailed Wednesday, the EU Commission would act to rescue or wind down a bank, but only after hearing advice from a board consisting of the European Central bank, its own officials and national authorities.

Based on that recommendation, "or on its own initiative, the Commission would decide whether and when to place a bank into resolution," a Commission statement said.

Some see it as another move by the EU authorities in Brussels to erode member countries' national sovereignty and the proposal is likely to run into opposition from Germany and others.

Lithuanian President Dalia Grybauskaite, who holds the EU's rotating presidency, said in a reaction it would be a "challenge" for the EU nations to find common ground on the issue.

The common rules for a centralized approach would replace the current national strategies, where local banking regulators have often proved not to be forceful enough in dealing with their home banks.

The EU Commission's president, Jose Manuel Barroso, said that with the new proposal "it should be banks themselves, and not European taxpayers, who should shoulder the burden of losses in the future."

Since the cost of savings banks can overwhelm individual governments' finances ? as happened in Ireland and Cyprus, for example ? the Commission said strong unified action is necessary.

The central authority to solve banking crises is one of three pillars in a broader 'banking union' that the EU is trying to create. The other two are centralized banking oversight ? to be adopted by the ECB ? and a jointly guaranteed deposit insurance, which has yet to be agreed on.

The Commission indicated it proposed taking the lead role in solving banking crises because of legal constraints on other institutions.

In a statement, it said "the Commission has the necessary experience on bank restructuring" and added that it was "the best placed among EU institutions to ensure that final decisions fully respect the principles underpinning the functioning of the EU."

The Commission insisted national authorities and the ECB would have a key role in leading the Commission's actions.

CLEVELAND (AP) ? The Cleveland Cavaliers are taking a chance on Andrew Bynum and his creaky knees.

The free agent center, who never played one second with Philadelphia last season because of knee injuries, has agreed to terms on a two-year contract with the Cavs, a person familiar with the negotiations told The Associated Press.

Bynum accepted the deal on Wednesday night, said the person who spoke on condition of anonymity because the team has not announced the agreement.

The 7-footer was traded to the 76ers last summer as part of a four-team blockbuster. Bynum, a former All-Star with the Lakers, was expected to help Philadelphia contend, but the 25-year-old never stepped on the court and underwent surgery on both knees in March.

The Cavs, who beat out Atlanta and Dallas for Bynum, are only guaranteeing $6 million and one year to Bynum, the person said. The team has an option on the second year.

In Cleveland, Bynum will be reunited with Cavs coach Mike Brown. The two spent one season together in Los Angeles and Bynum had his best season as a pro, averaging 18.7 points and 11.8 rebounds in 60 games.

Bynum, if healthy, should move the Cavs from one of the Eastern Conference's worst teams to a playoff contender. Cleveland won just 24 games last season and has won 66 in the three years since LeBron James left.

Bynum has plenty of playoff experience and he would give the Cavs another proven star to go along with All-Star point guard Kyrie Irving.

In guaranteeing Bynum only one year, the Cavs have an out if he doesn't perform up to expectations. But if he does play well, the Cavs will have a roster that could attract another high-profile free agent next summer, when James could be available.

Florida man charged in Seattle with fire bomb

A Florida man suspected of an arson attack on a Seattle home has been charged with possession of a destructive device.

The U.S. attorney's office says the 53-year-old Margate man, Sang Ngoc Ung, came to Seattle threatening family members over a $20,000 debt.

He's suspected of setting fire to a home in the early morning hours of June 10, forcing a family to flee through a window. Shortly after, fire investigators went to a second home associated with the family and found a destructive device that had failed to ignite. Ung is charged in connection with that device.

He was arrested Monday by Seattle police and agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives. He was scheduled to make his first court appearance Tuesday in federal court.

The runaway train carrying crude oil that derailed in a Quebec town, killing at least 13 people and leaving dozens of others unaccounted for, was tampered with in some way, the company's chairman claimed in an interview published Monday.

Two days after the train derailed on a curve at 1 a.m. ET Saturday in the small town of Lac-M?gantic, creating an enormous fireball that all but incinerated six city blocks, police said at a news conference Monday that they had found eight more bodies, bringing the known number of deaths to 13. About 40 people remain unaccounted for, they said.


Police gave few details at the news conference. Earlier, authorities confirmed that the 72-car train's black box data recorder has been recovered and could give some clues as to why it began to roll seven miles downhill and crash into the town.

Canadian Transport Minister?Denis Lebel said the locomotive suspected of breaking loose and causing the derailment had been inspected just the day before, on Friday, was found to have "no defects."

"If somebody violated regulations, after the investigation is completed we will take all measures allowed by the law," Lebel said.

Ed Burkhardt, chairman of Montreal, Maine & Atlantic, the railway that operated the train, said he was certain someone tampered with the locomotive,?The Montreal Gazette reported?in an article it published Monday afternoon. The newspaper said it interviewed Burkhardt by phone from Chicago.

"We have evidence of this," he said, according to the Gazette. "But this is an item that needs further investigation. We need to talk to some people we believe to have knowledge of this."

Burkhardt didn't say what evidence the company had, other than to say he didn't believe the derailment was malicious. He said the railway had launched its own internal investigation.

"I don't like hearing statements that we don't have people there," when in fact, the railway has a dozen employees in Lac-M?gantic and has been asking for a meeting with the city's government since Saturday, he told the Gazette.

Lac-M?gantic Mayor Colette Roy-Laroche said she would be meeting with representatives from the railway for a first time later in the day.

Police said Monday?that they couldn't rule out that a "third party" was responsible, adding that they had more than 100 officers involved in an active criminal investigation.

The explosion and fires also forced more than 2,000 local residents from their homes.?About 1,500 could be able to return home Tuesday, authorities said.

Much of the scene remained off limits more than two days after the derailment. Firefighters said the hot-white blaze left a scene of destruction like nothing they'd ever before encountered.

"In my 32 years in the fire business, I've never seen devastation like this," said Tim Pellerin, chief of the Rangeley, Maine, Fire Department, one of many northeastern U.S. agencies contributing to the containment effort.

"Six city blocks have been devastated, destroyed and burned," Pellerin told NBC affiliate WLBZ in Bangor, Maine. "It virtually burned the tar in the city street.

"Even the pavement burned. The streets have been turned to dirt [because] there was so much heat."

The Quebec coroner's office said the fire was so intense that some or most of the 40 people still unaccounted for could have been instantaneously vaporized, the Gazette reported. It could be years ??if ever ? before all of the victims are identified.

Egypt interim president sets timetable for elections, constitution reform

CAIRO Egypt's interim president has issued a swift timetable for the process of amending the constitution, setting parliamentary and presidential elections for early 2014.

Under the constitutional declaration by Adly Mansour late Monday, he would create two appointed committees to work out amendments to the Islamist-drafted constitution passed under ousted President Mohammed Morsi.

A referendum on the new document would be held within four months.

Elections for a new parliament would be held within two months after that, around mid-February. Once the new parliament convenes, it would have a week to set new presidential elections.

The declaration came after clashes with security forces early Monday left more than 50 Morsi supporters dead. Both sides exchanged blame over who sparked the bloodshed.

Nearly a quarter of a century later, this has yet to come about. In his presentation, Sir Roderic will consider what has stood in the way of the anticipated convergence between West and East, and whether there are particular factors which keep the UK and Russia apart. He will assess to what extent friction between the two governments has been reflected in business and in other non-official relationships, what the ?prospects are for the period ahead, what sort of country Russia might become in the next twenty five years and whether it will be one that we can do business with.

Washington Nationals Sweep Three-Game Set With San Diego Padres, 11-7 Final In Sunday Finale

Washington Nationals' leadoff man Denard Span got the Nats out to an early 1-0 lead today, going the other way for an opposite field single off San Diego Padres' starter Robbie Erlin in the first and then scoring on an opposite field single to left by Bryce Harper after a wild pitch and groundout had moved Span around to third.

The Padres tied things up at 1-1 in the third when Stephen Strasburg hit Carlos Quentin with a two-strike change and gave up a double to center and off the GEICO wall by Chase Headley on the next pitch.

The Nationals went back up when they loaded the bases on walks by Stephen Strasburg and Ian Desmond and infield single by Bryce Harper. Ryan Zimmerman's 10th home run of 2013 was a grand slam that went out to right over the out-of-town scoreboard to give Washington a 5-1 lead in the third. A Jayson Werth single followed and Anthony Rendon crushed a 1-2 heater for a two-run home run to left that landed in the visitor's bullpen and gave the Nationals a 7-1 lead.

? Zimmerman's Slam:

Strasburg walked Nick Hundley with one out in the fourth and gave up a bomb of a two-run home to right by Alexi Amarista that landed in the second deck above the Nats' bullpen to make it a 7-3 game.

Back-to-back walks to Bryce Harper and Ryan Zimmerman in the fifth ended Robbie Erlin's day and both runners scored when Harper stole second, took third on a pitch in the dirt and scored on a throwing error when Zimmerman stole second. Zimmerman came around on an Anthony Rendon single to right after Jayson Werth walked and the Nationals went up 9-3 over the Padres in the fifth. Wilson Ramos grounded into a double play for the first out of the fifth, but another run scored on the play and it was 10-3 Nationals after three in the nation's capital. Stephen Strasburg to drive in the Nats' 11th run. 11-3.

A 22-pitch sixth in which he gave up a run on a bases-loaded groundout ended Strasburg's day after 6.0 IP, 7 H, 4 R, 4 ER, 2 BB, 9 Ks, 111 P, 68 S, 4/2 GO/FO with the Nationals up 11-4.

The Padres' scored two runs on Craig Stammen in the seventh to get within five at 11-6. Three singles in the eighth brought in San Diego's seventh run and ended Stammen's outing, but Drew Storen came on to get the next three outs without another run scoring. 11-7 Nats after seven and a half.

Tyler Clippard came on to end it with a scoreless top of the ninth and the Nationals swept the three-game set with the Padres.

The sweep gave the Nationals four straight wins and they improved to four games over .500 at 46-42.

Kinder, gentler Suh

Every player has a story about his path to pro football. ?Plenty of them are similar. ?Few mirror Yeremiah Bell?s.

As explained recently by Josh Weinfuss of the Cardinals? website, Bell had a Rudy-style journey, working in a steel mill before willing his way on to the football team at Eastern Kentucky University.

Sure, EKU is a far cry from Notre Dame. ?But that makes Bell?s climb to the NFL even more impressive.

Bell became hooked on Eastern Kentucky football by watching the head coach?s weekly TV show, every Sunday afternoon. ?Bell told colleagues at the mill that he was saving money to enroll at Eastern Kentucky for one year, that he?d walk on to the football team, and that he?d earn a scholarship.

?He always talked about how he?d work his way through college and get to the pros,? Emery Crawford, a coworker at the mill, told Weinfuss. ??Everybody just thought he was talking. . . .?He?d say, ?One of these days I?m going to make it to the big leagues.? ?I said, ?Son, I hope you do, but I?ve heard it before.??

Bell has zero scholarship offers after high school, and he eventually landed at the steel mill, working from 4:30 p.m. until 3:00 a.m. ?After two years at the mill (and eventually making it to the day shift), Bell enrolled at Eastern Kentucky.

But he still had to get on the football team. ?To make it happen, Bell called head coach Roy Kidd every week to inquire about tryouts.

?I know I had to give them a headache,? Bell told Weinfuss. ??I bugged them to death.?

Eventually, Bell got his chance. ?Showing up in borrowed cleats two sizes too big, he ran the 40-yard dash in 4.5 seconds. ?And he was on the team.

The climb was still steep. ?Bell landed in the hospital for three days after cramping severely as a sophomore during two-a-days, and he decided to quit. ?(Obviously, he changed his mind.)

Bell had success at the small school. ?He once intercepted Eastern Illinois quarterback Tony Romo twice in the same game, and Bell was named an All-American and the Ohio Valley Conference defensive player of the year in 2001.

Then, not long before the start of his senior season, Bell ruptured a patellar tendon while playing pick-up basketball. ?Eastern Kentucky?s trainer, Johnda Wireman, worked the leg back into shape and gave Bell constant encouragement about his football future.

Despite the injury, the Dolphins picked the Division I-AA defensive back in the sixth round of the 2003 draft. ?He didn?t make the team as a rookie, landing instead on the practice squad. ?By 2004, Bell had cracked the roster. ?In 2006, he started 11 games.

In 2009, he made it to the Pro Bowl.

After nine years with the Dolphins and one with the Jets, Bell is preparing to extend the unlikeliest of NFL careers to 11 seasons, with the Cardinals. ?Wherever the journey goes from here, Bell?s story deserves far more attention, because it proves yet again that a combination of talent, hard work, dedication, and perseverance can take a person from places like a steel mill in Kentucky to the top of the sports world.
